NETRC is administered by a team of former interdepartmental executives, drawn from a national Non-Emergency Transportation (NET) management company and a national insurance broker. Our organization includes professionals with 360-degree knowledge of NET Services, deep relationships with NET Providers nationwide, and seasoned insurance agents currently licensed in all 50 states.

Meet the Team
President & CEO
Tom McDonnell serves as the President and CEO of NETRC. He is responsible for the overall strategic direction of the company along with mergers/acquisitions and business development.
Tom also serves as CEO for Franchise Services of North America, Inc. (TSXV: FSN), a publicly traded franchise holding company with over 1,100 stores across North America. The primary focus of Franchise services is in the car rental industry where the company operates multiple brands involving more than 20,000 vehicles nationwide. He holds a Bachelor of Science in Business Administration from the University of Southern Mississippi.
Vice President & CFO
Prior to joining NETRC, Mike Ford spent more than 20 years as Vice President and Chief Financial Officer for a national non-emergency transportation broker and provider. His duties include the management of accounting, risk management and human resources. He also works closely with other departments to identify new business opportunities, manage existing client relationships, and ensure that our operations are safe and efficient.
Mike has a Bachelor of Business Administration degree from Millsaps College and became a Certified Public Accountant in 1984.
Prior to joining NETRC, Cynthia Rasco spent more than 17 years managing transportation operations as Project Director and Operations Manager for a national non-emergency transportation broker and provider and has managed customer service and operations in multiple locations for a Fortune 500 company, Southwest Airlines. As Director of Operations, Cynthia is responsible for oversight of the company’s operations units.
Cynthia has a Bachelor of Arts Degree from Rasmussen College. She holds a certification for Call Center Management from Benchmark Portal.
Director, Business Development
Caleb Smith joined NETRC in March of 2018 as Business Development Director. Prior to joining NETRC, Caleb worked for Align Technology (the maker of Invisalign) as a Financial Analyst supporting Worldwide Commercial Operations and Global Marketing. Caleb started his career as an Analyst at Highland Associates, a leading independent institutional investment advisor in Birmingham, Alabama. He earned his undergraduate degree at Samford University, where he graduated cum laude with a Bachelor of Science in Business Administration with a Finance concentration.
